The House passed House Joint Resolution 138 which proposes to amend the Texas Constitution to create the Texas Land & Water Conservation Fund to provide funding for conservation and restoration of and public access to land, water, and natural resources. If adopted also by the Senate, HJR 138 will be placed on the November 7, 2023 ballot for voter approval.
